From my vantage point here in Mexico City, I feel like I am watching leviathan rising in the most naked way in the US. No effort to persuade the country, no congressional vote, just the exercise of power, pure and simple.

Yep. Seems to me the basic tension here is between partisan loyalty and institutional loyalty. Obviously Congress needs to reassert its authority, but there's no assurance that'll happen. We're governed by executive orders. Should Trump be succeeded by a Democratic President with a Democratic Congress, the question will be whether to let the White House unilaterally pursue Democratic priorities or to revert to a nearly forgotten regular order where legislative slogging is required for results.
